Type-B ASTR Permit Application Submission - STR Permits processing fee: $4800.00

The Land Use Review application process typically takes six months to complete. In this time, there are key elements that will need to be gathered in order to submit a complete application to the City of Portland Bureau of Development Services.

Some of the basic things you need to consider before applying for the Type-B ASTR permit:

  1. There must be one legal bedroom assigned to the long-term resident in the home, and this person must be able to produce proof of residency by submitting a copy of their Oregon Driver's Licence or OR ID Card reflecting the STR property address.

  2. The max number of bedrooms to be rented as short term rentals is FIVE (5). This means that if you have a five bedroom home, you can only rent four rooms short term as one room must be dedicated to the long-term resident. ADU's count towards the total number of livable bedrooms on the property, but are conditional.

  3. There are a few other documents that need to be submitted along with your Land Use Review Application. Knowing what these extra items are is part of the information I include in my service, but you'll want to budget in an extra $5000.00 for these required elements. I use a list of preferred providers to keep the process quick, streamlined and within budget. The amount paid to the City of Portland is currently $7,749.00 and goes up every year. Should you decide to hire my services, you are looking at a base total of around $17,500.00 +/- to apply for the Type-B ASTR permit (Type-II Land Use Review).

Here is the City of Portland’s info page on the Type-B ASTR application process. Please note that there are about half of the necessary items that are not listed on this sheet; those are the things that can draw out the process and greatly add to frustration. Type-B ASTR / Type-II LU
