Type A ASTR Permit Application Submission - STr permits processing fee: [this service is no longer available]

From the City of Portland Permitting and Development department:

The initial application fee for a Type A ASTR permit is currently $400. The permit is good for two years.

The renewal application fee for a Type A ASTR permit, also good for two years, is also $400.

These fees are listed on the first page of Portland Permitting and Development’s Enforcement Fee and Penalty Schedule, which is available here. These fees usually change on July 1 each year at the beginning of the City of Portland’s fiscal year.

About a year and a half ago, [Portland Permitting and Development] initiated [an] online system for Type A ASTR permit applications through Civic Portal, [PPD] thoroughly updated and restructured [their] ASTR web pages. The website at Portland.gov/ASTR provides comprehensive and well-organized information for all ASTR hosts and includes separate pages for Type A permits, Type B conditional uses, and other types of short-term rentals that are allowed in certain zones.

Type-B ASTR Permit Application Submission - STR Permits processing fee: $4800.00

The Land Use Review application process typically takes five to six months to complete. In this time, there are key elements that will need to be gathered in order to submit a complete application to the City of Portland Permitting and Development. 

Some of the basic things you need to consider before applying for the Type-B ASTR permit: 

  1. There must be one legal bedroom assigned to the long-term resident in the home, and this person must be able to produce proof of residency by submitting a copy of their Oregon Driver's Licence or OR ID Card reflecting the STR property address.

  2. The max number of bedrooms to be rented as short term rentals is FIVE (5). This means that if you have a five bedroom home, you can only rent four rooms short term as one room must be dedicated to the long-term resident. ADU's count towards the total number of livable bedrooms on the property, but are conditional.

  3. There are a few other documents that need to be submitted along with your Land Use Review Application. Knowing what these extra items are is part of the information I include in my service. I use a list of preferred providers to keep the process quick, streamlined and within budget.

From the City of Portland Permitting and Development: “As Type B ASTR operations, for use of three to five bedrooms, require a conditional use review, those fees are found on our Land Use Services fee schedule, and the fees can vary depending on which type of conditional use review is needed. These fees also usually change every July 1. Those interested in renting out three to five bedrooms as an ASTR are encouraged, after reviewing the details on our Type B ASTR web page, to call Portland Permitting and Development at 503-823-7300 to be put in touch with a land use planner who can provide more information about what may be required and the fees involved.”

The Type B permit is for 3 to 5 bedrooms max. All short-term rentals in the City of Portland must have a long-term resident at the address.
